The said rally will be the highlight of the 50th Provincial Encampment which will also be held in Lingayen. National President Dr. Amelita Dayrit-Go, together with National Executive Director Mrs. Yolanda Hernandez will be there to grace the celebration. Other special guests include Pangasinan Governor Victor Agbayani, Northern Luzon Regional Chairman Mrs. Carmeling Crisologo, and Charter President Nancy Sison.

The Rally will be preceded by a parade, where girl scouts from all over Pangasinan will march in honor of the people to found and establish this council. Presently, the said council is under the leadership of Council President Purita Braganza & Council Executive Yvonne Chua.
